The Terrans train most of their ground troops in the Barracks. The Barracks is an essential building for the Terran, and the more Barracks are produced on the battlefield, the faster they can build up their deadly infantry.
Exactly what happens in the Barracks, and how the training is done is unknown. It's highly probable that the advanced CMC-"suiter" shown in the StarCraft 2 announcement cinematic is located within the Barracks, and that the facility has numerous of those service stations. Regardless, any type of technologically enhanced Terran infantry is trained in the facility, and possibly lighter infantry as well. Primarily used to train Marines, Firebats (rarely in later years), Marauders, Medics (only when lacking Medivac Dropships), Ghosts and Reapers.
It's likely that the building works as a resocialization facility that inserts implants called Neural Inhibitors into criminals to make them obedient soldiers for whomever is the owner, but as a optional feature. It's unlikely that Raynor's Raiders would employ such methods.
After the Brood War, the Barracks were rebuilt to feature more flexible space inside the building to be used for either more advanced soldiers, or a mass production of soldiers with the help of add-ons like the Tech Lab and the Reactor.

The Barracks has a similar function throughout all Blizzard's RTS games, from WarCraft I to StarCraft II, to produce basic units for combat.
[edit] StarCraft 2 Building
The Barracks of StarCraft 2 is more or less the same as of the original StarCraft game. The main difference is that the building now can attach to an add-on like a Reactor or a Tech Lab to the main structure, to create more advanced infantry. The Barracks is also a prerequisite for all more advanced Terran buildings.
The new Reactor also enables a Barracks to create two units instead of one, decreasing the need for making further Barracks.

The classic StarCraft Barracks is a straight-forward building that enables the production of Marines, and more advanced infantry units through other technological advances such as the Academy. Multiple Barracks needs to be built to increase production speed, but not add-on attached to the Barracks is needed to make units of a higher Tier.

The Barracks have been the standard type of unit production from the ancient WarCraft I, where the standard soldiers were melee units for Orcs and Humans. The building is even located on the same place in the tech trees of WarCraft I, WarCraft II, StarCraft I, WarCraft III and StarCraft II.
In StarCraft it gained the ability to Liftoff, and in StarCraft II, it can also construct and attach to add-ons for further options of production.
