Every time i run the launcher it quickly checks for updates and then it starts the game instantaneously without letting me configure the options. Same goes for SC2 as well. I would very much appreciate if someone, not necessarily blue, explains to me how do i get to start the launcher without actually start the game in order for me to get to the options.

Right now, it seems the launcher only shows up if there's something it needs to update. If your game client is complete though, it just goes straight to the game login screen.

I can't say for certain how it will be in retail, but I'd assume it will be the same as it is for World of Warcraft. You needn't reinstall or wait for the next patch to see it again now, you can delete something it will need to redownload if you really need to get to it. I suggest the ProgramData\Battle.net folder. There may be other ways but that worked for me.
